Have LEOs at all levels submit to breathalizer tests too.

On the second one, they expose the Great State of IL to liability - any time the home of a legal gun owner is broken into, the owner should sue the state for making them a target. And what do want to bet that politicians would be exempt? Remember that Chicago Alderman a few years ago who "forgot" about the yearly registration of his guns? And there was a special exemption passed to allow people to register if they forgot? But it was narrowly crafted so that about the only one who could take advantage of it was that alderman.
