Maybe it had been the FEDS DOING THE TESTINGS
They were pulling cars off the highway, this looking like a portable SMOG testing station. This closed down one lane going into SR west bound just west of Mission and 12. This causing a big back-ups everywhere. The west bound was backed up to Middle Rincon.
Even the East bound cars the lookie loos were backing up traffic, which was me. I have heard of this years ago in the south state but here.
