In his speech to the Congress, Netanyahu said that he is ready to recognize an independent Palestine, and challenged the Palestinians to recognize an independent Israel. I would say that the ball is in the Palestinians' court right now.
The recognition of the right of Israel to exist has always been the sticking point. Various palestinian groups have paid token lip service to it for the past 40 years or so, always as a way to get concessions from Israel before launching yet another series of attacks on Israel. I don't expect anything different to happen now.
