It didn't used to be that way. The pre-Muslim world was a center of scientific exploration and learning. We all use the Arabic number system, as opposed to the Roman numerals we all struggled with in grammar school. The 3 Magi, who were astronomers, came from Persia. The list of accomplishments, pre-Mohammed, goes on and on.
The turning point came with the spread of Islam. One of the meanings of the word "Islam" is "submission." As in submission to the will of God. Given this complete submission, the quest for knowledge fell by the wayside. That's why Islamic countries that want nuclear power have to buy the technology from China and Russia.
