The fiscal crisis in California continues to deepen. Now a number of counties struggling to meet requirements mandated to them by the state won't have the cash to make payments if the state does as it says and holds back the funds.
The counties solution... hold back the money headed up the food chain to the state which would, in part, eventually come back. It's going to be a very interesting spring and summer here in the Golden State.

It's getting ugly out in budget-land, with California counties threatening to take the money they're owed if the state won't send them the checks they were promised.
The unexpected melee over the state's cash crunch is worrisome, dangerous and just maybe the best jump-start possible for a real budget deal.
The date to remember is Friday - Feb. 13. That's when state Controller John Chiang will defer - as in not send out - about $89 million for social-service programs run by California's 58 counties but largely paid for with state money.
